While AIMS Team LLC maintains only a small number of staff, all primary staff maintain a full stack of applicable skills, including project management, applications development, database administration, Geographic Information Systems (GIS) and general water utility knowledge related to asset maintenance, lifecycle and risk management. All Team members are involved in providing on-call support to our customers, depending on their field of expertise.

Meet our Team of regular and essential contributors to projects below. In addition, the AIMS Team has access to various database, GIS and information technology professionals as project schedules require more resources.
Jeroen Preiss is a specialist in implementation of tools and processes related to asset management for water, wastewater and storm water utilities. He provides consulting services in support of compliance with the U.S. E.P.A guidelines for establishing an Asset Management Program. Such services include the compilation of an asset registry; organization of assets in a hierarchy; knowledge management; data standards development; evaluations of assets relative to condition, criticality and valuation; and ultimately leading to analysis of these asset management parameters, which results in a long-term future funding needs assessment.

To support these activities, Jeroen is an expert in GIS, database administration and custom application development. He developed the Asset Information Management System (AIMS) which is a web-based mapping, maintenance management system and asset management calculator. In the past 20 years, he has managed, developed and delivered over 15 of these applications for a variety of client types and sizes across the western United States. The combined expertise of asset management consulting and technology implementation makes Jeroen an all-round, one stop shop for asset management services.
Terry Markou provides database management and custom application development services. He is an expert in creating custom client-server, web based and mobile database-driven solutions, making use of the latest technologies, programming techniques and graphic design principles. For over 20 years – since the Internet’s commercialization in the early 1990s – Terry has developed and delivered applications for various industries including municipalities, high-tech, automotive, finance, education, medical, production and non-profit. In the past 10 years, he has specifically focused on critical systems for utilities including electronic Operations and Maintenance Manuals, SCADA integration and automated reporting, and maintenance management systems in general.
Systems Configuration and Development
Terry’s industrial engineering background provides him with a greater understanding of systems, processes, production environments, work practices and information flow. This insight gives Terry a unique ability to understand our clients’ needs and enhances his approach and creativity, providing a blend of artistic beauty and technical elegance to his user-friendly software solutions.
Asset Management Consultant
Randy Weaver is the sole proprietor of Radkin Services. His expertise is in the full range of asset management and maintenance management program implementation activities. Randy is a Certified Maintenance and Reliability Professional (CMRP) with over 30 years in the water/wastewater industry. More than 15 years of his experience has been in asset management and for 6 of those years he was the Asset Manager for the City of San Diego Metropolitan Wastewater Department.
As the Asset Manager for the City of San Diego, Randy was responsible for developing the strategic plan for their asset management program, including establishing standards, policies and procedures; conducting sensitivity analyses with respect to risk, levels of service and cost; and determining staffing needs for the long-term implementation of the program.
Randy’s experience is in the implementation of maintenance, reliability, and asset management programs for water and wastewater facilities that include treatment plants, pumping stations, and power-generating facilities.
Krishna Raichura has provided data management and mapping services for a wide variety of organizations. She is experienced in database platforms including SQL Server and MS Access. She is an expert in the ArcGIS platform, both in desktop GIS and web GIS, with a focus on ArcGIS Online and field data collection activities.
Mapping and Database Specialist
Throughout her career she has been an integral part of teams providing solutions for infrastructure, utilities, water resources and environmental projects. More recently, she has taken on the role of project coordinator by setting up data management and data collection frameworks through ArcGIS Online and other web solutions, enabling project and field staff to efficiently collect, organize and report information.
